The land title in Mali: the guide to securing your land

Since the land reform (Ordonnance n°2020-014/PT-RM of December 2020, ratified in October 2021), the land title is the only valid proof of ownership. Land without a title remains fragile, even if you have paid and even if you have occupied it for a long time.

Good to know: this guide is general information, written to help you understand. Required documents, deadlines and costs change (the Guichet Unique du Foncier, the one-stop land office, is being digitalised). Always confirm them with the Guichet Unique du Foncier, a notary or a licensed surveyor before acting.

Why the land title is essential

The documents you meet

Depending on the land's history, you may see an allocation letter, an occupancy permit, a private sale deed or receipts. These papers can count in a file, but they do not replace a land title. When a seller shows only such documents, caution is needed.

The main steps to secure a plot

  1. Take stock of the land's situation: who it belongs to, which papers exist, whether there is a dispute.
  2. Gather the documents: IDs, land documents, proof of payment.
  3. Have the plot marked out by a licensed surveyor, to fix the exact boundaries.
  4. File the application with the Guichet Unique du Foncier or the competent administration, with a notary's help if possible.
  5. Follow the file and keep the receipts until the title is issued.

The exact order and documents may vary with your case. Ask for the up-to-date list at the office or from your notary.

The traps to avoid

How much does it cost?

Costs depend on the file and have changed with the digitalisation of the one-stop office. For a purchase, use our transfer and titling costs simulator and replace the rates with those confirmed by your notary.

Frequently asked questions

Is a land title required to sell land?

Since the land reform, the land title is the only valid proof of ownership. Without it the sale is fragile and a prudent buyer, or his bank, will hesitate. Confirm your situation with a notary.

Is an allocation letter equal to a land title?

No. It can be part of the file, but it does not replace the land title.

How long does it take to get a land title?

It depends on the file and the office. Ask the Guichet Unique du Foncier or a notary for an estimated time.

Who can help me have my land marked out?

A licensed surveyor. Terrimoine can put you in touch with a professional from the services page.
